According to the PayPal Terms of Use Policy, it is against its policy to charge additional fees when performing transactions using PayPal. I would suggest that the option be removed from the PayPal Payment Methods available in nopCommerce.

Are you sure that is the case?  That's really too bad.  Could you give us the quote from the  Terms of Use Policy so we don't have to read the whole thing?

From the PayPal User Agreement:

paypal wrote:

4. Receiving Money.

4.1 Receiving Personal Payments. If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments.

4.2 Use of PayPal on eBay. Sellers who offer PayPal as a payment method in their eBay listings must follow these requirements:
a.
Accept PayPal if the eBay listing includes PayPal as a payment method.

b.
Accept all PayPal Payment Methods from a buyer, including but not limited to eCheck and credit cards.

c.Accept international PayPal transactions if the eBay listing offers shipping outside the U.S.
d.
Sellers may not charge a surcharge for accepting PayPal as a payment method.

The key here is item d. You can charge a handling fee apparently, but not a surcharge.

Thanks listing it here.  That is really too bad.  Here is PayPal's explanation on Surcharges:

PayPal wrote:

4.6 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.

So, could we just change the additional fee to a handling fee?  I think this would only work if PayPal was the only option or if you had the same handling fee for all different payment options.

I think we need something... imagine you have a product selling for $1.10 that was marked up 10% off the cost.  PayPal would charge you $0.03 + $0.30 but you would have only made $0.10 on the sale.  This would mean you would lose $0.23.

If we changed the additional payment fee to a handling fee to address the scenario above, I am afraid it would still be a violation because it would be using the "handling fee" as a payment fee even though you did not call it a payment fee.  What do you guys think?

I think it is all in the wording and your integrity. If you are charging a handling fee just to make up the cost of your PayPal fees, can you in good conscience do that when you know it is against PayPal policy to do so. I do believe that nopCommerce has an obligation to remove the "Additional Fee" portion of the plugins though. If they rename them to handling fee or something else, that would be up to them.

I have the same problem though of trying to figure out how to make up the 2.9% + $0.30 PayPal fee that comes out of each transaction.

That was what I was worried about.  Even though PayPal allows a handling fee, for most cases when you would implement it, it would be for the intent of a payment fee.

I had stopped using the additional fee awhile back just because I was afraid it had a negative impact on my customers.  However, I do know that when you get those small orders, you end up losing out.  From how it looks, the only option I can see is to remove it.

Maybe we should all call PayPal and see if they will change their policy.

Hello NopCommerce team:

I have been setting up my store and just realized that the plugin for PayPal Standard in Nop forces the store owner to add an additional fee to the invoice of a customer when using PayPal Standard. I actually tried to deselect additional fees but it did not work.

When I read PayPal Policy, is it clear that we cannot charge customers for their purchase, as buying is free. Fees occur only when we sell and those fees are the responsbility of store owners or vendors. The only way those fees can be added to an invoice is when there is a currency conversion. Right now, there does not seem to be anyway to disable that option from your PayPal Standard Plugin and that's a big issue because customers paying with their credit card, know for a fact that they are not responsible for PayPal fees when doing so. By having these fees added up on my client's invoice is actually against PayPal policy: https://www.paypal.com/ca/webapps/mpp/paypal-fees.

Is there any work being done to ensure this will be resolved soon? I see that the last post of this issue was back in 2013 but the reality remains the same.

Thanks for getting back to me ASAP on this matter.

Can't you just set the additional fee field to zero? (No fee, no problem)

I don't use the Paypal plugin myself but the admin demo would suggest you can: http://admin-demo.nopcommerce.com/Admin/Payment/ConfigureMethod?systemName=Payments.PayPalStandard

Thanks Pete! I works! I was looking in the forum to find an answer. I also assumed that if I did not need to apply fees, I simply add to disable it. I was wrong. Have a great day!
