Discount Feature Request: Add discount per manufacturer or vendor

I know that in nop 3.50 there is work happening with the discount features. I was wondering if we could add the ability to assign a discount based on a manufacturer or vendor? Vendor may be it's own work item as we would have to allow Vendors to create their own, but I think both would be a great addition to the product.
