Multi-Store and Enabling/Disabling the Shopping Cart

I am running two stores and in one store I want the shopping cart disabled for guests and in the other I want it enabled.  I went to the Configuration -> Access Control List settings but you can't adjust the settings based on the store.  This leads me to think I need to accomplish what I want through code modifications.  If that is the case, what file(s) do I need to modify?  I am having trouble finding the right one(s).
