Wish List: Multple Categories

We are looking for an existing extension or someone to create an extension for us.

This Program requirements include:
Create an Extension that will allow a user to create multiple Wishlists based on product assignment.  The user will have the ability to Create/Modify/Delete Multiple wishlist Categories.  Each Category can be shared following the current method.  The user will have the ability to share a single wish list category or the entire library.  The category would be in tree format and completely manageable by the user.

Please submit direction or estimate for programming.
