Admin Language Tabs Not Redering When Editor Is Used

After upgrading to 3.7 I noticed that when I edit a product or select add the language tabs don't render and the editor doesn't load.  The language tabs show on other sections of the site as long as the editor is not used. I've included a photo below. I've never had this issue before.  Any ideas?

Try to reset your browser cache by clicking F5 button

I re-uploaded the entire admin folder again and it seems to work.  Must have been a corrupt file.  Thanks for the help.
