New Shipping Plugin required for Spanish Post Office (Correous)

I am looking for someone to build and design a shipping module for NOP 3.8 that interacts with the Spanish Post Office (Correous) to handle shipping and print bar coded package labels. This has already been done for PrestaShop and Magneto ecommerce apps for them but not I believe for NOPCommerce which my client uses.

I have their full web service details and test logins from the Correous in English and Spanish which can be provided and can assist with direct communication with them if needed.

Pleas respond through the forum and then we can take offline as applicable.
