Developer needed for some customization

Hello,
I need a developer to work with me to for the following:
1.  Set up a dev sandbox with version control and change repository
2.  Develop an interface module to integrate with multiple vendor APIs:
   a.  Automatically pushes new and changed orders to appropriate vendor using RESTful API calls
   b.  Scheduled processes to pull shipment and delivery information from vendors
   c.  One “controller” module to trigger when orders are placed, changed or cancelled
   d.  Controller module determines which vendor to use
   e.  One module or mapping per vendor to translate API calls
3.  I will have more custom work after this to add functional features to my store

Requirements:
1.  MUST have verifiable nopCommerce experience
2.  Must speak reasonable English – I expect to communicate through email, phone and IM in English
3.  Must be able to provide timeframes and stick to them (I am reasonable)
