html editor missing in message templates v 3.9

Hello, what happened to the html editoe in message templates. It just shows the body section but no editor.

There is setting now to allow/disallow to show RichEditor at the message templates.
Look for adminareasettings.usericheditorinmessagetemplates and set value to true.

Just updated 3.8 to 4.0 and found this same issue
If its a new setting, why not default it to True so mimics what we had in prior versions
Or have a setting on that page to update the setting.
Would just make it little more friendly when get changes like this
