Anyone had any luck with this plugin?

It is not loading for me, I get Console error -
Loading failed for the <script> with source “http://dev2.devsite.com/Plugins/%7BPluginName%7D/Scripts/%7BJSFileName.js%7D”.
The script does show in the source though and the DB has the data.
