Azure VM Windows 10 , installed on IIS 4.0 wont log, runs on port 5000 but not 80

I can't get nopcommerce to run from IIS at all.

The only way it somewhat works is to run nop.exe directly and access localhost from port 5000

i cant get stdout to log either.

i made sure all the packages and runtimes are installed as referenced by previous posts.

sometimes the site will route to /install with the custom error message,
sometimes site will show the error on start asp.net message.

Full Permission granted to IIS_IUSRS on webroot


i dont know what I'm missing.

needed permissions for

IIS APPPOOL\DEFAULTAPPPOOL


and

IUSRS
