upgrade from 2.4 to 2.6 shows install page

I currently am on 2.4 and did the following steps.

1) Created .bak file of database
2) ran the 2.5 upgrade.sql and 2.6 upgrade.sql
3) deleted all files
4) uploaded 2.6 nosource nopcommerce files
5) applied 2.4 files App_Data/Settings.txt and App_Data/InstalledPlugins.txt

I then go to my site and it takes me to /install page.

I tried uploading both .txt files in binary but not change.

Any other thoughts?

Would it work if I did a clean install of 2.6 and when done, do a restore of my db and then run the 2 upgrade scripts?

I too followed this same exact procedure upgrading from 2.6 to 2.65 and I'm getting the install page. This has worked in the past just fine. I checked the permissions on the App_Data\Settings.txt and App_Data\InstalledPlugins.txt and set them to read and write and still receive the install screen instead of the site which should be up and running.

Thank you for any ideas. I've got a couple more sites to upgrade since none are working due to the FluentValidation issue.
