I currently have a nopcommerce site running 1.4 and would like to update to the latest version
Is it possible?
I hear about upgrading from version to version, is that possible from 1.4?
If so, where are the scripts located?

Instructions state
'Steps:
1. Download the latest version here.
2. Install the package.
3. Execute appropriate SQL scripts located into "\upgradescripts\" directory.'
So you could try upgrading from 1.4 to 2.65 I have no idea if that will work?
You are effectively only upgrading the DB.
I would take it as a given you will have to make all the changes to the code and layout/css that you have already done to the 1.4 version.
Do this upgrade on a copy of your live website and DB btw.
