What is your host? It can be that your host doesn't support Loop-back connections. :D
If that's the case, you can use some 3rd-party tools such as Pingdom to do the trick. :D
Mr Shrek and I share a VPS server to host our sites, which I set up.
We have a version of nopCommerece 2.65 running on the sever fine, which does not throw a 404 not found error, in addtion I have various version running on my home development sever and it is only Version 3.00 which presents this problem.
I looks to me as if something has been changed in Version 3.00 that is causing this problem, perhaps it's is something to do with the multi store changes
