How to enable UPS shipping? (nop 3.0)

I go to shipping rate computation methods and configure UPS but it doesn't show up as a shipping option in my checkout.

Make sure that its "Is Active" is checked.  Make sure that "Fixed Rate" is not checked.   You can have multiple "external" methods checked, but not multiple "internal" or mixed (Unless you use Shipping Director).

ok, I enabled UPS but now I'm getting this error message.

"UPS Error returned: UPS Rating Error, Error Code: 250003, Error Desc: Invalid Access License number"

What does this mean?  I'm positive my login credentials are correct.
