Cash on delivery Plugin

Hi,

I have nopcommerce 3.7 version. I installed corresctly the 2 cash on delivery plugins. When updation, I have an error page.
The page URL is: websiteurl/errorpage.htm?aspxerrorpath=/
and the page content is

there is no errors in the logs

when I upload COD.zip file in Plugins
I cannot seet install option in the list
Why it is happening.
