No theme applied to new install

The store home page comes up with no CSS styles applied. There are no <link> tags in the header. The DefaultClean head.cshtml is not being applied. I downloaded a Bootstrap version of Default Clean (BootstrapDC) and switched over to it in Admin, but again, none of the theme files are getting picked up. Thanks in advance for any help!

BTW, this is a clean install of 4.0.
