Plugin - This is a weird one, files copying from another plugin

So this is really really weird.

I had modified the Nop.Plugin.Payments.Square to include a new file Content/paymentform.js. I have it "Content" "Copy if Newer" and it copies just fine.

NOW for the weird part. I have 2 other Plugins Nop.Plugin.Misc.CheckRegion and Nop.Plugin.TShirts.Fundraiser which I made. When I "build" either of those 2 plugins the "paymentform.js" is copied into their output older!!!!!!????  Check out the screenshot:



I literally have ZERO idea. It is referenced NO WHERE besides in Nop.Plugin.Payments.Square. Thoughts?
