1. Use one of widgets located on the home page (\Views\Home\Index.html)

2. Use any widget in layout files (e.g. \Views\Shared\_Root.cshtml). Then just filter by a page in PublicInfo method of your widget plugin controller. For example, see the PublicInfo method in \Nop.Plugin.Widgets.GoogleAnalytics\Controllers\WidgetsGoogleAnalyticsController.cs (in some cases in renders only on "completed" method of "checkout" controller)
