Tax shipping fee for only some states

Hi, I can see that under Tax Settings we have the ability to specify if we want the tax to be calculated with or without the shipping fee included. But it seems that the laws vary from state to state, some states require taxing shipping while most don't. How are others handing this please?

We have run into this issue as well. There are several states we have to charge tax and out of those, only Virginia and Texas require tax on the shipping.

Is there any solution for this problem yet?
