Hi,
in Italy, some territories have been reorganized recently and cities are now divided in provinces in a different way.
So, I took the italian provinces from the file, I set the suppressed ones as not published and added the new ones to the list (actually only one).
This way, existing orders and addresses can keep the old province; from the Admin panel they still can be selected, but if a customer try to edit his data, he's forced to update it.

P.S. I read that in Friuli-Venezia Giulia (an Italian region) all provinces have been suppressed. Now they are organized in something different than provinces.
Anyway I think that for billing and shipping purposes, the current ones are still valid, since what matters in Italy is the abbreviation (and not the full name) and new divisions seem to inherit abbreviations from the old provinces.
Of course, if someone is more well-informed than me, he can contribute!
