I am hosting nop3.5 on Arvixe and the site is painfully slow...is it problem with Arvixe or nopcommerce itself....i have less than 50 products and less than 30 categories...

It should not be nop issue. Contact with Arvixe. What type of plan you are on?
Open a ticket on Arvixe site.

Need to stay away from Arvixe. Their so called bizclass hosting is not suitable for nopCommerce.

I use W1050-US shared hosting plan and I pay $28.50 usd every 3 months.
About speed, I have 5000 products with 7000 pics on 1 website  and works very fast. Also there is a free option
Coudfire CDN if u want and ur website will be more faster with that.
