Always redirect to login page

Hello!
I have project on nopCommerce 3.5. After I run it locally  opens page with the entrance to the site. Go to any other page does not work, because there is a redirect on a login page. The problem remains even after the entrance to the site was done. At the same time the page's URL contains the string "login?ReturnUrl =%2f". Did not get to fix this problem.
I will be glad to any advice!

There may be a permission issue. please check and give permission from admin side. it may be resolved.

I have this same issue with 3.9
I have all permissions set and if I put a machine key as started in one article the site crashes so I have to remove it. This happens with a fresh install, I have other sites running on the same host with no problems so I am baffled as to what is causing this. I only use the NoSource version and remotely install so it is a vanilla copy of the 3.9 I have.
