Order save first and pay after amending order

Hi
I have a scenario..but i am unable to get it done in nopcommerce.
I want the customer to order products but not pay..The admin needs to ammend the shipping cost for this order. Once amended the customer should get a link to the updated order asking him to pay..
How can this be done?
