Plugin Dev: Errors for views when compiling.

I am trying to create a new API plugin and wanted to just get some views working for it but I keep getting these error only when I do a Solution Build/ReBuild.  Compiling the project itself works just fine.

from my view you need to solve cs0115 or cs1980 errorcode error. i hope this will work for you

That answer really does not help.  It is obvious that they need to be solved but I have included, from what I understand to be, the appropriate references already.

In addition, this is the contents of the Index.cshtml file.
