Problems with Russian and Latvian languages

Hello!
We met problem developing our store on nopCommerce 3.70

We are using 3 languages in our store Russian, Latvian and English.
When you try to switch from ENG to another language we got error that page cannot be found.

try to switch language to LAT or RUS and you will get error.

We are using Azure for our database.

Maybe someone met such problem and done with it!

It works fine on standard IIS configuration.

Please go to this category details page (admin area), SEO tab. What value is entered into "Search engine friendly page name" textbox for Russian language?

in Russian we have ноутбуки
in Latvian portatīvie-datori

we this problem not only in categories. we have this problem with urls where is non Latin symbols.
In products view page, in content pages.

We cannot reproduce it on our server. Looks like the issue is with  your IIS configuration (not sure where exactly). Do you experience it locally (when running in Visual Studio)?

You have generated incorrect links, direct input in the browser category gives excellent results

We have no problems with straight links, we have problems when you try to change language in category. for example, you get in our store in English language, than you choose category for exmple Notebooks, and than realise that we have Russian language too, now you trying to switch language and get error on page.

It works fine locally (and on our internal live site for testing). 99% there's something wrong with your server configuration (IIS, Unicode encoding, maybe something else).

Аналогичная проблема, с кодировкой все что на русском языке все в формате
