Plugins not working after moving site

I moved my NOP3.5 site to a new IPS.  Now plugins are not functioning (file system images are not either).

Any ideas as to what I can try?  Is there a best practice way to move a web site?

To move the site, I simply copied the DB and web files, and adjusted the connection string.

Please try with below things.

nopCommerce requires write permissions for the directories and files described below:
\App_Data\
\bin\
\Content\
\Content\Images\
\Content\Images\Thumbs\
\Content\Images\Uploaded\
\Content\files\ExportImport\
\Plugins\
\Plugins\bin\
\Global.asax
\web.config

Thanks for the reply.  There were no errors.  The plugins just didn't work, like they were not even installed.  I fought it (and the broken image issue) for 2 days, while attempting to move the site to smarterASP.net.  I've moved the site to many servers and have had no issue previously.  The smarterASP support was very responsive, but them nor I could resolve the issue.  I gave up and move it to Appliedi.net; worked perfectly first time out.

Thank you for the suggestion.

I asked smarterASP to validate permissions.  They indicated they had, but it did not resolve the issue.  I moved to another provider without issue.
