Category Import from Excel adds new records, doesn't update

Import with ID specified should update, not add new.

How do i resolve this error?

Using 3.9 on azure sql

It worked fine for me in the admin demo store.  I exported to Excel, changed a description, then imported, and it looks OK.  What field(s) are you updating?
