language import problem

hi
first i googled this problem but i can't find any resource about this problem
i try to import new language resource but i get "Procedure or function LanguagePackImport has too many arguments specified." error after file uploaded.
i use sql server 2016 express edition
i don't know this error is sql bug or some thing wrong in nopcommerce

nopcommerce ver 3.9
language pack is french
but i check another language pack to test

i check it in local machine with sql 2008r2 every thing ok
but when i upload to host with sql 2016 express i get this error
may be some thing wrong in sql version
