Payment Settings resetting after build/publish

Hey,

I currently have two payment options, PayPal Standard and Check. I've set the display orders to be 1 and 2, but I've noticed whenever I do a rebuild or publish, the orders are being reset. I also customized their display text, this text is also reset. It looks like the install method must be being called each time I deploy the site, or perform a rebuild. Am I doing something wrong or is this desired behaviour?

The DisplayOrder is in each plugin's Description.txt file, so you'd want to prevent publishing that file to the site.
