I have tested three PC with Microsoft Webmatrix deploy the website, all are the same error.IS the nop4.0 incompatible with the Chinese operating system of Windows 10 1709?

I tried all steps, but still getting same error.
Installed the hosting

IIS

Grant Write permission to iis apppool/-your app pool- for Plugins folder.
Restart iis server.

In my local install I found that all the dll files had been locked by Win10, which gave me a similar error. When I unlocked them all the install proceeded.

I had same problem. Installed .netcore bundle and it is gone.

Atul, your problem solution is that you want to provide the file permission of read/write
