By default this setting should enable the guest/anon user to be able to order. Did you change any of the source code of your installation? Did you upgrade from a lower version von NopCommerce to the 3.9 version? Have you checked all configurations under `Configuration => Settings => All Settings`? (search there for `anonymous`)
Don't think that there is any configuration beside the one you mentioned to disallow guests from ordering.

Thanks for your help.
I have not changed any source code.
I did upgrade from 3.80, but that was about ten months ago.
I did check all of those 'anonymous' settings.
I did a clear cache and a restart application.
I unchecked the Anonymous checkout allowed, to enable customers to purchase products without registration/logging in and rechecked it again.
I looked at many Showcase sites and they all allow Add to cart without registering.
I tried it in other browsers and on other computers.
This is a real puzzle. I don't know what else to do.
