Using UPS Shipping and Fixed Rate Shipping Ver 3.8

I have been using Fixed Rate Shipping for our store since inception. We want to add the ability to choose USP as a shipping method option now.  I have configured the UPS plugin and enabled it active.  When I go to the cart UPS is not listed as one of the options. Only the shipping methods that I have created already. If I disable Fixed Rate Shipping then UPS shows up.

You can go admin-shipping provider and set IsActive false for fixed rate.

Same as here.

I'm looking same setting for shipping provider.
