DiscountRules Plugin | discounts to work correctly... Get this "Failed to load requirement content"

Development Plugin Name = Nop.Plugin.DiscountRules.HasOneNotCategory

Hi, I have been developing a plugin to manage discounts. I would like to not have a discount if this category is in the shopping cart.

But I get an error during development.
