Nop.Web.Exe very often Consuming High Memory and using Higher CPU

an website developed on "Nop 4.0" is hosted on Azure cloud
The Website often dose not response.
The reason behind it I have found High memory usage of Nop.Web.Exe
And it is seen that when more users work together on Nop.Admin, the CPU and Memory usage increases and site refuse
to process request.
Only IIS reset resolve the issue.
