read only access + somehow assign orders to users and they can only access their order

does any of you know how to do readonly admin and also assigning orders to readonly admin user and only if order assigned to them, they can edit?

No this is not possible - you need to customise.

Access control list only allows you to control if a customer can manage orders or not
i.e. cant restrict to read only admin

In previous versions we made a new ACL - read only option for orders - i.e. disable save button for read only.

Also we used Stores in a different way and allow customers that are linked to specific stores to only edit the orders related to that store.
