Can't remove Apply for vendor account in footer

I have made sure the page isn't published and that it is not selected to be shown in the footer. I see this in the UI as well as in the topic database table.

However it still shows up in the footer. Has anyone else seen this?

I found it. I need to just post my questions here faster so that I then find the answer faster. :)

Even though the topic is disabled, the link shows up if Settings - Vendor Settings - Allow customers to apply for vendor account is checked.
