Did you get any solution on this or the problem is still present?

I think i have a solution if your problem is not solved

I also got this error when i shifted DB servers recently.

Solution:
In admin panel Access Control List, check if this entry is there: "Public store. Allow navigation".

If it is not there then check your db.
If it is not in db as well, then you will need to insert the missing row in db.

After you do this go back to admin panel Access Control List and enable the  check box for this field for admin and guest or whoever you want.

Save the changes.

Your site should start working normally.
