Our site makes extensive use of Discount Codes. The only place to enter the discount code (multi-page checkout) is on the Shopping Cart page. (We don't love the OPC.) A customer Adds to Cart, then clicks Checkout in the dialog, which takes them to the "Register or Checkout as Guest" page. Clicking Checkout as Guest takes them to the checkout page. Nowhere in that sequence do they see the Shopping Cart. The result is a phone call asking how to get the discount. As others in this forum have pointed out, nopCommerce seems to be an outlier in not letting users enter a discount code close to the payment page.
