I'm using ver 3.7 and pages are still showing in the footer even though I disabled them under Topics. How can I fix this?

Just checked these Topics can be Not Included (not checked) in a column - ShippingInfo, PrivacyInfo, ConditionsOfUse, AboutUs

Apply for a vendor account is still showing up

It is setting, not a topic. You need to go to Admin panel -> Configuration -> Settings -> Vendor settings and turn off the "Allow customers to apply for vendor account" option. It will hide this option from footer.
