The Fixed Rate provider does not have ability for country specific rates. Usd By Weight if you need that.
Actually I see Shipping method restrictions option for Fixed Rate as well, but since users are not able to enter Country in the address field this is not relevant at the moment.The first setting listed above is in Administration: Settings > Shipping Settings. The others are as indicated (e.g. "on Product", "on Role", "Discount".)
On the product itself there is no free shipping but an Additional Shipping Fee field. I filled it to see it's impact, still nothing. Also I found Discount, Customer Role pages and free shipping is not
marked in them either.You did not show a screen capture of the Shipping Method selection page during checkout. Are all three fixed rate methods presented? Two of them that you show on the Fixed configuration page are for 0.00 amount.
Yes, all 3 are available and all of them result with the empty fee field.
I now tried Shipping by Weight as well with an Additional Fixed Cost and it did not help either:

A thought, in the settings I see the fees in USD however the prices on the website are TRY - could that be the issue? If so why the settings are in USD rather than the website currency?
