Does mandrill email sender plugin also allows customers to resend confirmation email by themselves instead of admin do that for them as Admin already have alot of more stuff to do

This plugin only integrates the email sending process with mandrill (using mandrill API). The functionality that you seeking for it, is a nopCommerce inner process and doesn't relate to the plugin requirements.
