DiscountRequirement.HadSpentAmount Plugin - Marketplace?

Reading the release notes for version 3.90, I can see that the DiscountRequirement.HadSpentAmount plugin was removed from the source code and is now available in the marketplace.

But I cannot find this plugin, or it's derivative in the marketplace. Is this still available? Is it still developed/maintained by NopCommerce?
