Missing Images in 4.10

Hi there,

I have a new NopCommerce 4.10 site and have copied all images from an existing NopCommerce site into wwwroot/images/uploaded and wwwroot/images/thumbs. I also copied the Picture, PictureBinary, and Product_Picture_Mapping tables.

Everything seems to be mapped correctly but the images are not showing up. Here is what I have tried:

--I have looked at MANY other topics but none of the fixes worked for me.
--changed the Media Settings from filesystem (the default for the previous site as well) to database and back again.
--Cleared the cache
--Checked the permissions to the folders
--restarted the application
--restarted SQL Server
--restarted the application pool in IIS
--successfully uploaded new images.
