Trying to add a new Discount using "Must be assigned to customer role" (in the requirements tab), a "Failed to load requirement content" appears and Customer Roles are not loaded.
In the system Log the message is: Error 404. The requested page (/Shop/Admin/DiscountRulesCustomerRoles/Configure) was not found
The same error for me. When I tried open config url(/Admin/DiscountRulesCustomerRoles/Configure) directly error was:

The URL looks funny with the \Shop in the front - Is that the same as other Admin URL's that work ?
Here is the directory structure for the plugin showing the configure.cshtml file which is it is trying to open
Make sure the configure file is there
The file is in the expected place. There are 2 files in this folder: _ViewImports.cshtml and Configure.cshtml. I've checked security and AppPool user has modify permissions.
