What is PerlRegex.dll?

Does anyone know where the PerlRegex.dll came from? It's not on NuGet or GitHub. Is it just regular expressions for Perl? How is this being used? I can see it in nopCommerce v3.7 as well as v4.1 I'm trying to find the open source license for this, and any information would be helpful. Thanks in advance!

I see it in 3.50, 3.60, 3.70,  not 4.10.  There's a ...txt file of the same name that says

This packge is not available using nuGet. That's why we added it here.
