I transferred the site from a hosting company to another company and I will encounter this error:

Although there is style.rtl.css file in Content/Install folder, nevertheless, this error is generated

How did you "transfer"?

Check your \App_Data folder.  The install will run if it does not find file
dataSettings.json  (4.x)
or
Settings.txt  (3.x)

(You also need plugins.json  or InstalledPlugins.txt)
