How to Restrict Vendor (Store owner) To Publish the Products?

i have given the permissions to multiple store owners to add their products and publish them now i want to restrict those permissions and just let the store owners to add the products but not publish the products as after review only administrator can publish it.

There is no setting or option in Access Control List to do this
If you want to limit access to a vendor to them to publish then you need to customise and add new ACL option that will turn on/off the display of the publish checkbox.
But then maybe you need a maintenance page that lists all unpublished vendor products and puts them in a list so they can be reviewed
