Category Discount does not apply

I have created several combination packs of items in which the customer chooses a specific combination pack; say book1 and book2 are paired together and placed in the cart.  I created a discount coupon code that automatically gives the customer a discount for the combination pack.

I would also like to give the customer free shipping for anything that is in the category called "Combination Packs".  While the discount originally set up for the combination pack works, the discount to take off the shipping amount based on a group discount coupon does not apply.
Here is what I have:

Promotions>Discounts>
Name:RC220COMBODISC
Assigned to Order Subtotal
Discount amount $20.00
Start Date: None
End Date:  None
No Coupon Code
Requirements:  3560 (The record indicator pointing to the combination pack)
The above works and takes $20.00 off the sub-total in the cart.

Next is the discount I set up for the free shipping:
Promotions>Discounts
Name:  COMBOPACKFREESHIP
Assigned to Categories
Name:  Combination Packs
Discount amount:  $7.95
Start Date:  None
End Date:  None
No Coupon Code
No requirements
This coupon does not apply

Any idea how to take the shipping off?  I cannot order free shipping on the specific product because if a customer purchases book1 or book2 by itself, shipping charges would apply.

"Assigned to Categories"??  Have you tried "Assigned to Shipping"?

What version of nopCommerce do you have?

Try Assigned to Shipping instead of  Assigned to Categories. Then add discount rule applied on specific categories.

I tried that and it does not work.  I also tried clicking the free shipping button.  All I got was a screen display showing free shipping, but it did not take the shipping cost out of the order.  I also tried unclicking shipping enabled.

I have version 3.20

delete the discount and recreate new one.

Here is the list of steps I've done so far:
Created a combination pack using two existing items
Created a discount code to take $30 off the Price.  The coupon code is set up as follows:

Then I wanted to add a free shipping coupon so I tried this:
Name:   combopackfreeship
The type of discount.Discount type:   
Discount amount: 7.9500
No dates
No coupon code
This applied the discount to shipping sitewide so this is not what what I wanted.

Next I tried to click the free shipping item in the combopack setup.  That did not work (nothing happened.)
Next I tried to unclick the shipping enabled item in the combopack setup.  That did not work (Nothing happened).

Next I tried to apply free shipping to all items in by product category called combo packs:
Name:   combopackfreeship
Assigned to categories:   Combination Packs
Discount amount:   7.9500
no dates
no coupon code
no requirements
This does not work (nothing is applied)

I also tried deleting the coupon code and recreated all options above, none of them worked.

This is where I am at now.

Forget all previous works. Follow the steps below.

1. Install a discount requirement rule plugin which will validate cart amount of specific category products. For example this** one.

2. Create discount with Discount type Assigned to shipping

3. After creating, you can edit requirement rules, where an option named as newly installed plugin [step 1] will be appeared in discount rules select list. Select that option and follow steps of that discount requirement rule plugin.
