I have the SMS Plugin and that with support three different SMS Provider that are Cdyne,Twilio and Nexmo.

So Admin can use any of three provider to sent the SMS on any number it will support all countries mobile numbers.

Admin can sent the bulk SMS as well and can setup the sms message template as well to send the predefined sms to customer as per setup event like OrderPlace,ShipmentShipped,ShipmentDelivered etc.
