Setting a customer to be tax exempt

How can I set a customer to be tax exempt?  I see that I can set products to be tax exempt, but I don't see how to do that for customers.

I found it.  Yo uhave to create a customer Role and set that role to be tax exempt.  Then assign those customers to that role.
